A fluff behind this:
He is well known arms crafter (wand of orb of something,poisons, cloudkill granade ... typical weapons)thoughout the world, but he doesn't want to see the violence. He may know the consequence of his weapons, he ignores it.
Generally, he don't ask the propose of weapon and they don't tell it to him

there isn't any word in VoP or vow of nonviolence that he can't create harmful item, isn't it?
Would it break the vow?

It isn't a definite violation of Vow of Nonviolence (you'll want to change the thread title to VoN Artificer), but the open-ended first sentence is something to keep in mind:

To fulfill your vow, you must not cause harm or suffering to humanoid or monstrous humanoid foes.
Most sensible DMs would probably count it as breaking the vow if you sold the weapons to someone who you knew planned to use them on humanoids or monstrous humanoids. You could still sell/give items for the purpose of killing anything not of those creature types (but you'd probably still run into issues if you killed Good creatures because your alignment would probably change and/or you'd be violating your Sacred Vow).

Also, poisons are Evil, so I don't think you can maintain a good alignment while producing them.
