If I go for a Pseudodragon Familiar, will its poison DC as my HD goes up (and therefore, the familiar's HD goes up)?

Yes. Effects calculated based on HD use your wizard/sorcerer level. That's an effect based on HD.

No, the Improved Familiar feat just adds to your list of available familiars, which you still summon the normal way, which takes 24 hours and 100 gold.
