Can someone please tell me how this works, I mean I get most of it, but things like 50% abilities at 50% xp? how does this work, like, do you just pick half of the abilities of that level, or is this predetermined, or maybe even gained at random. please explain?

That seems to do nothing, as you get all of your class features at regular intervals. Maybe it's a reminder that you should have 50% of you class(BAB, HP, Saves, Etc.) at that point?
