Was there ever a consensus as to whether this added just fire or sonic damage ( choice upon gaining the feat ) and not changing? Half fire and half sonic ? Or are we talking Full DFI bonus fire and full DFI bonus sonic at the same time.

DFI's "Special" section reads "If you have the Draconic Heritage feat or if you are a half-dragon, the extra damage is of the energy type (acid, cold, electricity, fire, or sonic) that corresponds to your heritage or your draconic parent instead. It your feat or your parent is not associated with one of these energy types, this feat has no effect for you."

Pyroclastic Dragons are not associated with one of the listed energy types.

The draconic heritage feat said that one can pull from races of the dragon for more 'heritages' with pyroclastic being associated with fire and sonic. Hence, the question.

Exactly. They are associated with two energy types, not one. So you get the default type of fire.

The rule does not say the dragon type must be associated with exactly one. A dragon type that is associated with two types is associated with one type and another one. If numbers generally need to be exact and not a minimum, power attack would cease to work as soon as the character gets STR 14.

As a DM I would ether default to fire or allow the player to pick one. Rules don't always have clean answers.

Power Attack has a prerequisite, which may be met or exceeded. The "Special" line is not a prerequisite, but a condition.

The "Special" line is not a prerequisite, but a condition.I was talking about the prerequisite, not the special section (which does not mention a STR score anyways). The rules do not actually tell us that we are allowed to exceed the prerequisites:
Some feats have prerequisites. Your character must have the indicated ability score, class feature, feat, skill, base attack bonus, or other quality designated in order to select or use that feat.
So either it is 13 or more because any number greater than 13 includes 13 or power attack ceases to work if the STR score is not exactly 13, because any number other than 13 is not indicated in the prerequisite section.
