What are some ways (in 3.5) to expand a spellbook without relying on the existence of other spellcasters? This means no scrolls or other spellbooks to copy from.The earlier they're accessible, the better.

A cerebremancer can scribe spells, then use psychic reformation on himself to pick different spells for that level. If your DM decides that this causes the original spells to vanish, simply scribe them as scrolls before reforming.

Collegiate Wizard.

Two levels of Chameleon, using the floating feat on a new Extra Spell every day.

Wish for a spellbook with the spells you want.

Multiclass into Artificer and scribe scrolls with UMD.

The first thing that springs to mind is that Wizards, especially Shadowcraft Mages, can Wish for scrolls of other spells, although this isn't exactly efficient unless you can avoid to pay Wish's components (Dweomerkeeper? Or Shadowcraft Mage as mentioned above).

Easy Bake Wizards can get loads of bonus spells, and Spontaneous Divination Wizards/Ultimate Magus can nearly double their spells known simply by nearly doubling their progression.

Speaking about Ultimate Magus, IIRC Wizards can learn spells from scrolls written by Sorcerers, which means that a Wizard/Sorcerer/Ultimate Magus with an Ancestral Relic runestaff can change his spells known at will, scribe scrolls of them and learn them as Wizards.

Also, a Wizard/Chameleon can abuse Floating Feat getting an extra spell/day with Extra Spell.

You can also get some extra spells by abusing the Retraining rules in PHB2. Based on the examples and text, it seems pretty clear that you keep spells in your spellbook even if you lose the feature that originally gave them to you.
