Class for sea dragon pirate

I want to use a Lung Wang (basically a dragon turtle with true dragon age categories) as an NPC. All Lung dragons have alternate form at will, allowing any humanoid type from Small to Large. This guy I want to run as a pirate with a false humanoid persona he projects, only taking his true dragon form when he wants to destroy a ship. He's not intended to be a defeatable enemy, but rather someone to be won over to the PCs cause through social skills. What I'm not sure is how to build him. Do I leave him with just his RHD, where I suppose he can impersonate a fighter, or give him class levels to let him function as something a bit more?

I've heard nothing but good things about Cerulean Seas, a third-party Pathfinder setting devoted to marine campaigns, and there's a class called the Mariner which might fit what you're looking for. I haven't seen it myself, but it sounds worth checking out.
