there's no real good explanation in this case, I say both reached terminal velocity before hitting the ground(though the sword's would still be higher)

the sword was above the blast of the meteor swarm... thus it had to go up and then come down...

the fall was big enough to compensate it. The sword was more or less at his height in the last frame Friday

The sword was moving at terminal velocity. Roy was moving much faster: at the speed of plot.

THere's no physical explanation for the sword to be slower than he on fall,they aren't supposed to have the same terminal velocity.
