9th Psionic/Arcane casting

How would I go about getting 9/9 psionic/arcane spells/powers, assuming I have access to any WotC material (barring online articles, but allowing Magazine).
Level 21, and any cheese is allowed, but not to Pun Pun levels.

Wizard 7/Ardent 3/Cerebramancer 10 with the practiced manifester feat seems to be the easiest answer to your question, honestly.

Everything else I can think of involves fast progression arcane classes

With Dragon Mag, this is doable iirc without Ardent. Straight psion and then standard wizard early entry using Earth+Heighten. Psion 3/Wizard 1/Cerebremancer 10/Mind Mage (Dr313) 7 yields ML18 and CL18 if I'm doing my math right - be warned that Mind Mage is 8/10 for both arcane and psionic, but it's still a dual progression class and comes with actual class features unlike Cerebremancer. Good ones too, as I recall.

You could get nine eye stalk grafts (Fiend Folio), as you progress, being an Elan Psion 10, Beholder Mage 2, Cerebremancer 8.
