So, vector-based then. The free options are Inkscape and Sodipodi. You could also try Paint.NET.
Pixelly?
Use Irfanview to resize instead of MS Paint. :)
There's a couple other free programs out there though Sodipodi, defiantely... but I only use MS Paint/Irfanview... and sometimes add translucent effects with Inkscape, though I hate that program. >_<

I find Inkscape easy to use.

Why not Inkscape, I use it and find it pretty simple? if you want something free, Sodipodi is the next best thing I guess, but I've never used it...

I can't for the life of me, figure out Inkscape. it drives me crazy.
EDIT: I downloaded Irfanview, and it's perfect!!! thanks so much, Ava. it's exactly what I needed!
