Hi, I am building an NPC who will end up being either an ally or an enemy of the players. He is a diviner acting as the advisor of a king. I am looking for PrCs and feats to round him out. I'd like to build him in a way that allows him to affect dice rolls (similarly to the Luck feats) and to make other people better at whatever they are doing - for those familiar with the SWSE system, think of the Noble and the Officer classes.
I did consider the bard class, but I want him to be a wizard.
I'm not sure how to proceed, and I would like to hear your suggestions. Thanks.

Fatespinner does the luck thing without requiring Luck feats, but the necessary 5 ranks in the cross class skill Profession (Gambler) means you can't get in before level 7. Loremaster are generally a good Divination style PrC, as is Divine Oracle (if your NPC doesn't mind wearing those pants....). Most of the really good Wizard PrC's will be helpful to the build, its just a matter of taste though.

Also, don't forget to get the spontaneous divination ACF.
That is probably one of the best wizard ACF's out there, and honestly, few classes based on divination can match it alone. Sacrifice a single bonus feat, and from that, cast any divination spell on the wiz/sorc list without preparation for trading in another spell slot.

also this has a pretty good list for luck optimization

If you still want to go the bardic route, pick up virtuoso.
Wizard 5/Prestige bard 1/Virtuoso10/fatespinner 4

Get apprentice(performer) and Practiced spell-caster (wizard) at first level.
You loose 2 levels of spell casting, but you get all bard spells, bardic knowledge(or switch it out with knack), and inspire courage, fascinate and all the virtuoso performances.

Assuming you have him as a specialist Diviner, there is also the Master Specialist in Complete Mage

I would make him either a Wizard 5/ Paragnostic Apostle 2/ Fatespinner 4/ Loremaster or Dracolexi 9, taking Spontaneous Divination at Wizard 5, or a Wizard 3/ Master Specialist 4/ Fatespinner 4/ Loremaster or whatever else 9.

Standard connotation for a fully planned out character aside, I wouldn't think a 20th level character would serve any one king.

I agree. Probably level 8-11, depending on how powerful/respected the king is.

I don't know. Its entirely possible the wizard divined that being some kings lackey will allow him to lead a long, peaceful, and wealthy life. Just because you can take over the world doesn't mean you want to, cause taking over the world is easy, its actually ruling it that sucks.

Mostly just force of habit, but since he didn't give any indication of what level range he wanted, it's good to give the full level range.

Thanks, I'll look up the classes you suggested. In case you were curious, the guy's around level 10. The king is level 6, but he protects the mage from superstitious mobs. 80% of my NPCs are level 12 or lower.

That is actually a very big amount. Isn't the normal D&D census 99% Lv 1 characters?

That's where the terms and conditions of said wizard come in. He may support the king but he may not serve him.
