I seem to remember one type of item called devices.
They were pretty much like non magical versions of magic items if I remember correctly.
I think they may have been in some ravenloft related thing.

Ravenloft: Legacy of the Blood has Mordenheim family "magic", which I think is what you're referring to. There's a new Create Device feat which is used in place of item creation feats like Craft Wondrous Item. The feat lets you create gadgets run by big, cumbersome power sources (think lead-acid batteries using glass and leather rather than handy plastic casings). The results are identical in effect, but not in bulk, to magic items.

I believe its legacy of blood, ravenloft, 3rd party.

Edit: vampire'd!

Note that devices use charges from the power sources mentioned above, but they only do so when the device is used (which includes multiple charges for things like wands). However, permanent magic items, such as, say, headbands of intellect, only ever use one charge so long as you wear them, making devices an excellent way to avoid dispelling and disjunctioning for all of your "always on" equipment.
