What do they mean?Practical Optimization and Theoretical Optimization. The former is a form of optimizing that will fly at a given table. The latter is using Rules as Written in a way that is so ridiculous or stupidly overpowered that it would not be allowed in a game.

Note that what is PO in one game might be TO in another, since each table has its own thresholds for silliness and power.

PO stands for Practical Optimization. It refers to making powerful characters that are designed to be played or potentially played in games.

TO stands for Theoretical Optimization. It is about optimizing entirely for power, ignoring the fact that those characters would be broken, unfun, or simply campaign destroying. Infinite loops and Pun-Pun are examples of TO.
