Boots of Riding

While I've played D&D since 1975, I'm a fairly new 3.5E player. My character just received Boots of Riding. Con anybody tell me exactly what they do, or at least what book they're from?

Edit: Also, will they work while riding a Giant Owl?

Are they Boots of Riding, or Riding Boots?

The closest item I can think of are the Riding Boots, from the Magic Item Compendium. I believe they give you the Ride By Attack feat, and (maybe) a bonus to ride checks.

If they are Riding Boots, then they work with any mount.

they also give a +5 comp bonus to ride and bump your crit mod to x4 while charging, using a lance, and mounted if you have spirited charge.
