On these forums are there any posts that treat Humans of different cultures or kingdoms like different races (i.e. using starting stats different then the base human; like in Sovereign Stone or Midnight)?

Not homebrew, exactly, but the Thieves' World 3.5 supplement has only one nonhuman race, and they're in one of the two expansion books and not the core supplement. Thieves' World is a complex and nuanced setting with lots of culture and a decently long history, so there's quite a diversity in the cultures of humans.

Conan: The RPG has all it's races be different cultures of humans, and since it's basically 3.5e it should be usable. Alternatively, I've had it that each culture had a different +2 to ability scores and had to select their bonus feat from a list associated with their culture.

forgotten realms did a limited version of this with regional feats IIRC. It manages to add flavor without a complete re-tooling of the race.
