I'm looking for a slotted item that could, on command, cast Reduce Person on the wear. The user can also dispel the effect at anytime (as a standard action).

What should this item's price be, and what are the most appropriate equipment slots for this? Would boots work?

Command-word spell effect item, spell level 1, caster level 1. 1800 GP. Might want to bookmark this table (http://www.d20pfsrd.com/magic-items#Table-Estimating-Magic-Item-Gold-Piece-Values) for next time.

Not boots, though. Maybe a vest or something.

But can command word items also be commanded to dismiss the effect? I know casters can always dismiss their own spells. I'm not sure if items can be commanded to do so.

They can't always dismiss their own spells. Only the ones with the (D) tag (paizo.com/pathfinderRPG/prd/magic.html#duration) - which reduce person (http://paizo.com/pathfinderRPG/prd/spells/reducePerson.html) has. When you trigger a spell effect from a magic item, you're the caster, so you're good there. You may be confused by the clause in Dispel Magic which lets you auto-dispell a spell that you cast yourself.

Quick question about Reduce Person: It says the target gets a +1 to Attack Rolls and AC due to size change. That would be accurate for say...a Medium to Small or Large to Medium. What if it's from a Gargantuan to a Huge? Would the bonus to attack and AC become +2 as per the size charts?

Yes, changing size categories up or down always changes the AC and bonus to attack rolls by 1 per step.

In Pathfinder, this changed. See Here (http://www.d20pfsrd.com/gamemastering/combat#Table-Size-Modifiers). They didn't change the text on the relevant spell, however, which is amusing.
