Love the fluff ... trying to figure out who is the equivalent to the League of Eyes. On another site (which looks like it was for PbP game) used the Red Sashes in the place of the League of Eyes ( http://forgottenrealms.wikia.com/wiki/Red_Sashes )

Would the Harpers ( http://forgottenrealms.wikia.com/wiki/Harpers ) or Moonstars ( http://forgottenrealms.wikia.com/wiki/Moonstars ) be appropriate do you think? Any other suggestions?

Probably neither the Harpers or Moonstars -- the Harpers are basically the CIA of the Realms, and the Moonstars seem focused on higher-order threats than that. At a guess I'd say you're looking for some small sect of Shaundakul oddly interested in urban travels, or maybe a branch of Waukeen's temple perhaps.

You could always just include the League of Eyes in your FR game - they are supposed to be setting neutral, from memory.
