If a character with claws and the Improved Unarmed Strike feat takes a full-round action to attack an opponent are they allowed to use both their claws and the unarmed strikes in the same turn? In other words would they then have four attacks, two from the claws, and two unarmed strikes?

Not quite. Any hand that's used for unarmed attacks can't also be used for claw attacks. You can, however, make your full set of BAB-granted attacks with one hand and then make a claw attack with your off hand as a secondary attack. However, with Beast Strike (Dragon 355), you can add claw or slam damage to unarmed strike and grapple damage.

You can make your unarmed strikes entirely without using your hands: kicks, head butts, or whatever; mixing claws and unarmed strikes is almost never an issue. Mixing hand-held weapons and claw attacks requires you to keep track of which claws are wrapped around weapon handles and thus unavailable for natural attacks.

Wrong on a couple levels.
1.Unarmed attacks don't need to be made with a hand.
2.Using a weapon in a hand doesn't actually stop you from using a natural weapon using that limb

To answer the OP's question: for purposes such as these,the UAS is a light weapon. So yes, you could get four attacks. The claws would be downgraded to secondary natural weapons, but yes, you could get four attacks.
