Neverwinter Nights question

In unmodded Neverwinter Nights, do spells that would have ranged touch attacks (Ray of Frost, for example) ever miss?

(I am aware of the existence of at least one mod with which they do, and I'm asking about Neverwinter Nights 1, not 2.)

As far as I remember, no, they do not have a miss chance.
