Specialist Wizard Variant - Know the source?

I remember reading somewhere about a Specialist Wizard that gained their specialization through a focus. An item that they kept with them at all times instead of choosing a forbidden school. If they ever were without this item then any spell cast from their chosen school were cast as normal instead of having the benefits of a specialist school.

For the life of me I can't remember the source for this! Anyone know?
