I need help in making an evil character. Im using a clawlock build (warlock with the edritch claws feat) but i cant find a good evil devil like race
(i want him to kinda look like tibalt from MtG)
the dm said we get a free +2 race or template...so thats a huge list of availables...but i cant seem to find a good race or template. (Halp)

Fiendish is a horrible template

It's LA +2 and it fits the concept.

How about the Fey'ri from Faerūn?

Seconding the Fey'ri. Diabolus only look Evil (they're actually Chaotic), and I'm not sure they're worth the LA, free or otherwise.

Fey'ri, on the other hand, are explicitly CE. They're basically Demon-Elves. They get Alter Self at-will as an SLA, a winged form complete with fly speed, a bunch of skill bonuses, and can be treated as Elves. They also get to choose from a list of per-day SLAs or other powers, which determines their LA at either +2 or +3.

Are they the best LA +2 race? Probably not. But they're very fitting for your flavor.

Plus, Lesser Fey'ri are technically a thing.

This is true. Questionable RAW, but true. Player's Guide to Faerun allows you to take the LA off of a planetouched race by changing the creature from Outsider (native) to Humanoid (planetouched). Now, it refers to the planetouched races in the book, and it's worth noting that the ones mentioned in the book are the Genasi, Aasimar, and Tiefling. These planetouched have LA +1, as opposed to the Fey'ri (from Races of Faerun), who have +2 or +3.

But yes. By the language of PGtF, you can chop off the LA entirely simply by making them Humanoid (planetouched).

Might your DM allow you to take just the first two levels of the Half-Fiend Savage Progression (http://archive.wizards.com/default.asp?x=dnd/sp/20031010a) as your free LA? That'll get you 2 claws, +2 Con/Str/Dex, some SLAs, some resistances and immunities and the outsider type among other things.

Note that most DMs say 'Hell No!' to those rules anyway.
