Besides Changelings and Doppelgangers, are there any other races that have some sort of shapechanging racial trait that are suitable for PCs?

Tibbits and Hengeyokai
Both have an animal form they can shift into and Hengeyokai also have a hybrid form

Divine minion of the Mulhorandi pantheon (http://archive.wizards.com/default.asp?x=dnd/mb/20050209a) (choose a god) is a template to be added to any humanoid, monstrous humanoid, humanoid or monstrous humanoid with the celestial or fiendish template, or humanoid-shaped outsider. They can change from their base forms to one or more animal forms for +1 or +2 LA.

Fey'ri have Alter Self as an at-will. They also have a level adjustment of +2 or +3, depending on your power selection, so they're PC-available, if buyoff is an option.

Of course, they are generally CE, but then, so are Drow, so your mileage, and all that.

Not a racial trait, but one level of the shaper (psion) class can grant the minor shapeshift ability of a changeling to any race.

Their level adjustment as you said depends on their selection of SLAs. You might also be able to convince your DM to apply the rules about lesser planetouched to fey'ri, and there's no reason he shouldn't, that'll bring you down to +1. The two SLAs that will cost you that extra point of LA are ennervation and dimension door, both 1/day.

Irda, from Dragonlance are pretty good at that too ... with some higher level feats that expand shapechanging.

LA +2

Start w/ changing to M or L humanoid, monstrous humanoid, or giant .. then can expand into animal, magical beast, ooze, and plant at level 7 or higher with a feat ... then at 13, can get polymorph 3x per day

They have some stat adjustments that are great for arcane casters, and some spell like abilities as well

Plus they're sorta kinda technically ogres and that's awesome.
