After reading through the section in Complete Champion about devotion feats, it doesn't specifically state that one even has to be a cleric nor have access to domains to qualify for devotion feats. By that reasoning would it be possible for say, a dread necromancer to take the death devotion feat? or even the death devotion and the evil devotion feats?

While I'm on the subject of devotion feats, does the death devotion feat allow 1 negative level per character per 5 levels? or is it 1 negative level per 5 levels to the affected character?

Yup. Perfectly fine. You don't even need to have turn/rebuke to take the feats.

anybody can take devotion feats. clerics can just get them for free (by trading out a domain) and can get multiple uses per day (by spending TU attempts).
as for death devotion, its 1 negative level/5 levels on the effected target. but unless youre a cleric or take the feat multiple times that doesnt matter since you only get the ability 1/day and it only gives 1 negative level/hit.

Well, Dread Necromancers get to rebuke undead, and with the high charisma score they should be aiming for they should be able to do it pretty regularly. But for more clarification, would a 20th level Dread Necromancer hit someone for 1 negative level up to 5 times/day, assuming they had enough rebuking attempts, or would they be able to hit the target for 5 negative levels for that one attempt, and be able to burn rebuking attempts for more negative levels?

As usual WotC's vague wording is up for interpretation

You can bestow only one negative level per target for every four character levels you possess (minimum one, maximum five negative levels at 20th level)."

I don't see any ambiguity in the description. The ability grants a weapon of your choice a new quality. For one minute whenever you make a successful attack with the weapon, it might bestow a negative level upon the target. The maximum number of negative levels that can be bestowed upon a target in this way is capped depending on your character level.

An example:
You are level 8. A fight breaks out.
Your turn:

Move action to move and draw a weapon
swift action to activate Death Devotion
standard action to attack: the attack hits, enemy fails the save, gets 1 negative level

Second turn:

full attack for two attacks:
first attack hits, enemy fails the save, gets 1 negative level (totaling 2)
second attacks hits, but the target does not need to make a save because it already got two negative levels from the Death Devotion powered weapon and it can't gain more then two this way since you are level 8

For the rest of the combat you attack other creature and bestowing negative levels upon them but never more the two.
After 10 rounds, the effect fades. If the fight is still going or if you have to fight later that day you would need to burn three turn attempts to activate Death Devotion again.

Ahhhh, I was thinking that each hit would cause 1 negative level +1 per 4 character levels per target hit.

so for your example: character is level 20

on it's turn
Move action to move and draw a weapon
swift action to activate Death Devotion
standard action to attack: the attack hits, enemy fails the save, gets 5 negative levels

my interpretation of it seemed a little OP, and with your example makes a lot more sense.
