Engaeli

The Engaeli are a winged races of humanoids native to the mysterious continent
of Sarusan and certain isolated areas of Golarion. Never great in number, the
Engaeli population has steadily dwindled ever since Earthfall, leading to a only
an estimated few hundred of these beings to exist during the current age.

The Engaeli are hollow-boned and of slight build, allowing them better speed
and maneuverability when they are airborne. Compared to other humanoid
races, they are not strong and can only carry half their normal encumbrance
when flying. Engaeli hair color ranges from chalk-white to shadow-black and
their skin complexions vary from gold to dark-brown. Aside from their wings,
Engaeli eyes are their most distinct feature, being over-sized for a humanoid
and able to detect fine detail at distances up to a mile.

Though they sometimes live among humans, the Engaeli prefer regions far
from the claustrophobic nature of cities and villages. While they reach adult-
hood at an early age, their lifespans are tragically short and most Engaeli
couples only produce one child. The Engaeli are naturally high-strung and
sensitive, possessing no prejudices against most other races, while being
admired for their beauty, grace, and singing voices.

Due to their physiology, Engaeli characters cannot wear armor, but are
highly renowned warriors, due to their skill with the bow and thrown
weapons. They have a outstanding hatred of reptiles, to include Lizard
Men and Dragonborn, whom they consider their natural enemies. As a race,
the Engaeli revere Easivra, an ancient Sun god symbolized by the golden
eagle and while most Engaeli eschew spellcasting, a small few of them have
been initiated into the Divine magic order.

A full-grown Engaeli has a wingspan of twenty feet and can remain airborne
up to an hour before needing rest. The wings are incredibly flexible, allowing
the Engaeli to fold them nearly flat against their slender forms (+10 Disguise
to avoid detection of wings when wearing a long cloak). Expanding their
wings from the folded position requires a Standard action and Engaeli
characters cannot fly when reduced to 1/3 of their original hit points or less.

Why can't they wear armor? You could probably design a custom set of armor that has retractable flaps or shells for wings, kinda like a beetle.

I'd also recommend putting the flight limitations in the racial features section rather than the fluff section.
