Ray of Enfeeblement and Undead

Undead creatures are normally immune to ability damage to their physical scores, however ray of Enfeeblement says it gives a penalty and does not do damage, would that mean that a Ray of Enfeeblement or similar spell would still work on an Undead creature?

Yes it works on undead just like a entangling would.
