If i am a specialize wizard and i have banned conjuration can by RAW use the shadow conjuration to cast a conjuration spell ???

Yes. Shadow Conjuration is an Illusion spell, not a Conjuration spell. Its effect mimics the effects of Conjuration spells, but this is not prohibited by school specialization; only actually casting the spells is.

Shadow conjuration can mimic any sorcerer or wizard conjuration (summoning) or conjuration (creation) spell of 3rd level or lower.

Spells of the prohibited school or schools are not available to the wizard,

There's no conflict there, although "available" is somewhat ambiguous. You aren't doing anything with the spell, shadow conjuration is.

Yes, you can. :) That's because Shadow Conjuration is an Illusion school spell, and it only simulates a Conjuration school spell, as opposed to actually casts a spell from a prohibited school.
