This will be simple.

1. What are the "maenad" weapons because I can'tfind one.
2. Can you Outburst and Rage at the same time?
3. Can I use Psionic Weapon to add +2d6 when I'm also in a rage?

1) I don't know if any exist yet (I checked both Ultimate Psionics, and 3.5 Untapped Potential + Hyperconscious.)
2) Yes.
3) Yes, you can expend focus just fine while raging, but regaining it will require you to rage-cycle or similar (e.g. using Moment of Clarity.)

So I think I should maybe ask the Dreamscarred guys if my favorite psionic race needs some help... especially with perhaps a "Maenad Hooked Flail"?

Yes and no.

The flat +1 you get to damage from the feat will get multiplied, but if you use your focus for the +2D6 it will not be as it is now dice and dice is almost never multiplied on a crit.
