Well there is many descriptors who are incredibly relative and I through to one thing:
If you make one settlement isolated from all others except one of one person(perfectly valid) then since many of the descriptors are of the kind "The settlement is known for the excellent quality of the animals bred there" then if the other settlement is known by the one person settlement this person will think that the huge settlement have excellent quality animals and you do some propaganda inside of the huge settlement and you get the bonus "Famed Breeders"
Let us try as an virtual experiment to consider we have one lvl 17 magician who does not do T0 optimization and who managed to make 50000 person his lawful followers who act exactly like he wants without compulsion(and he can make them obey another leader of the kind he wants after having build the city in some days with his spells and who believe exactly what he wants) and who then wants to make a metropolis with a high score rating(that I will define as cool settlement modifiers - bad ones -danger/5(seeing the tendency of increasing by multiples of 5)) or who maximize one stat or is cool in general(like being inside a gigantic pocket dimension who make people unable to kill others).
I would like to see how people hack the settlement rules for creating crazily cool cities.
like for example grab an old and powerful monster and bring it to your giant demiplane(which does not add the pocket universe default since it is not fitting to the description) and chain it for having the Slumbering Monster quality then create some structures(before building the settlement) and destroy them they are now ruins and they are older than the settlement giving the Resettled Ruins bonus then Peacebonding is trivial to obtain and you can obtain Artist's Colony super easily with just propaganda then Financial Center is easy to obtain it says" home to powerful banks, mints, trading houses, currency exchanges and other powerful financial and mercantile organizations." you can obtain the first by making them animated objects(they will be really big and so be powerful) and the last ones are just made by saying the government is a powerful financial organization(taxes) and then make some supermarkets.
Finally good roads are just made by having large streets and making some good roads with huge amounts of water+turn mud to rock then doing some improvements to the roads for the government Utopian Experiment works pretty well(as basically it is an utopia that you are creating) and it gives pretty good bonuses.
Then lawful good or neutral good pretty much improve the settlement.
