Can the artificer who scribes a scroll of beget bogun skip all of those other lame steps of making a bogun?

No, the material component is required for creating the scroll, though it gets consumed in the process of making the scroll. You still need the material component though, which requires all that stuff.

The scroll would let you do all of that and then have the bogun in scroll form by the end of it, allowing you to finish creation at a moment's notice, which could be useful
