Retraining for Sims/IA's?

So one of my guys asked if he could make an IA and use the PHII rules to retrain his skills/feats.

The rules seem so simple, like its not that big a deal, I tend to think its doable. NOT Rebuild just retrain to learn all the crafting skills to make dedicated IA for different tasks.

Thoughts?

The retraining rules allow you to retrain when leveling up. I don't think IAs or Sims do that...
