This is a very easy question, I just don't own the books and Google will only give me info for 3.5 even if I specify.

I bought a 3rd party 3.0 sourcebook called Mongoose Power Class: Pirate, and was astounded to see Swim was not a base skill.

Swim was a skill in 3.0 (just checked my book to make absolutely sure), so apparently pirates can't swim.

Yes it did.

Swim actually had a fairly big overhaul between editions. Instead of double armor check penalty, you used to use weight carried divided by five.

There may be some historical basis for mediaeval northern European pirates not being swimmers.

Basically their policy was 'Let 'em Drown'.

Thanks guys. That's cool to know that historically pirates couldn't swim, but for gameplay purposes I really think they shoulda just given a clearly naval class the darn swimming skill.

They should have, but they didn't. Classes are often missing skills they should have. But pirates not being able to swim was pretty common, as mentioned above. There's a reason they had boats.
