With correct optimize fu, archtypes, and feat choice could one build a fighter that out damages the inititiator classes?

If you only care about RAW, then you could dip 1 level of Lion Totem Barbarian.
Pump up your Str score.
Take the Weapon Focus line of feats.
Take anything you can find that works well with charging.
Comp. Warrior has several notable feats (Extended Rage, Extra Rage, Combat Brute etc).
PHB-II has some F-14 prereq feats that allow you to add some gravy to your attacks based on your weapon's damage type.
There are also several feat alternatives that could help (e.g. Dungeoncrasher & Overpowering Attack).
The Frenzied Berserker is solid for damage - you'd just need to pump up your Will saves to minimize losing control.

I did few calculations (http://paizo.com/threads/rzs2mhpi&page=8?The-DPR-Summer-Olympics-or-What-are-we#355) (warning: link to Paizo forum) recently. If you check the thread, DPR is about the same as archer fighter, or 10-15% higher than 2H fighter.
The question you should be asking, however, is "could one build a fighter that outdamages a druid or synthetist", because druid deals 10-15% more damage, and synth deals DOUBLE the initiator's damage.

Depends on what level you're talking about. Levels 1-5, definitely not. No martial class that isn't mounted and using a lance can match the damage boosts provided by strikes and boosts. When the additional attacks start coming online though, it can shift the dynamic to slightly more equitable territory, though the issue still becomes the Fighter having a reliable option for consistently delivering his full attacks, or an attack sequence that's equivalent to a full attack.

The Fighter's only real solid advantage to compete doesn't come online until 20th level, when Weapon Mastery's automatic crit confirmation pushes the Fighter's theoretical DPR to the top of the game. Even this still relies on the ability to deliver full attacks or full attack equivalents though, so archery and mounted combat are probably still going to be the only areas that hold up.
