Can I play a Gold Dwarf in Eberron for the lack of a charisma penalty? And does it change if I have to be part of House Kundarak?

Subraces exist in Eberron, but they explicitly can't have dragonmarks (except for aberrant dragonmarks). If you're so genetically distinct from standard dwarves that you get different racial abilities, then you cannot also be a member of a specific family of standard dwarves.

Note that Keith Baker hates doesn't use subraces in his versions of Eberron. Your DM can do whatever.

Aberrant is fine. Specific family is problematic. (Oh well, -2 Cha it is)

What do you need charisma for?

Aberrant SLAs are Cha-based, and I don't need dexterity, because I'm using Factotum.
