Essentially, taking away 3/4 BAB down to caster BAB and gaining 2 levels of Spell Caster Level increase?

You mean, make just two of its ten levels grant increased spellcasting? No, that would make it even less useful to the few builds that may gain some benefit from it.

The only way it would be playable is if it gave full BAB, d12 HP, all good saves, and six base skill points/level like dragon racial HD, or if at least eight of its ten levels advanced spellcasting.

Currently you're better off gradually gaining the half-dragon template through level adjustment (http://archive.wizards.com/default.asp?x=dnd/sp/20030912a), especially considering you don't have to take those levels in uninterrupted succession (http://archive.wizards.com/default.asp?x=dnd/sp/20030824a). It gets even better if you can gain one level of half-dragon, gain three class levels, buy off that +1 LA (http://www.d20srd.org/srd/variant/races/reducingLevelAdjustments.htm), take the next level of half-dragon, gain three class levels, buy off that +1 LA, and do it one more time. You'll only be about 18,000 xp behind, and being lower level than the rest of the party you'll get more xp per encounter and eventually catch back up to their level.

I think you misunderstood. I believe he meant raising the class to having nine caster level increases instead of seven, thus the +2 increase.

To answer the question, it'd make the class more powerful, since even with the medium BAB you'll prolly be focussing on casting over combat anyways. Whether it's a fair increase, i can't judge, i've never played it.

It looks like he's talking about the PF Dragon Disciple (http://www.d20pfsrd.com/classes/prestige-classes/core-rulebook/dragon-disciple), whereas my post was regarding making those changes to the 3.5 Dragon Disciple (http://www.d20srd.org/srd/prestigeClasses/dragonDisciple.htm). It does make a lot more sense that he meant the PF version, but that wasn't specified in his post or the thread title.
