Level 1-3 Rangers, Paladins, and Scrolls.

How do rangers and paladins work for activating scrolls of spells on their class lists prior to obtaining spells at level 4? Do they simply perform a level check as normal adding 0 to the roll? Or can they not use them at all without a UMD.

Here's the rules on Paladins:

Through 3rd level, a paladin has no caster level.
and earlier in the same section:

Beginning at 4th level, a paladin gains the ability to cast a small number of divine spells,
So at levels 1-3, a paladin is not a spellcaster. They need to UMD scrolls. The rules for rangers are the same.
