Elder Evil Signs

How much of a game changer is each Elder Evil sign? I imagine that Eerie Weather doesn't do much while the Seal of Binding nukes about half of the Conjuration school and kicks divine casters in the nuts.

So on a scale of 1-10 with 1 being non-effective and 10 being game-changingly stronk, how are the signs and why?
