Normally, one uses animate dead or other spells to form undead creatures. If one wishes to invest feats into constructing minions, it's usually done for Constructs. However, there is a magic item which can be made to create undead: the robe of bones (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#robeofBones).

Now, this item requires animate dead in its construction. However, this opens the door to creating undead as part of magic item creation.

The Robe of Bones contains 12 HD worth of undead, and has a market price of 2400 gp. It's basically a one-off item of Animate Dead.

So, then, could somebody create a skeleton directly as a magic item?

In 3.5, this is a moot question, since such a person would also already be able to cast animate dead. However, in PF, one can substitute ability to cast a spell with a Spellcraft check. So could a third level PF necromancer create skeletons and zombies through Craft Wondrous Item?
