Shoes of Practicality: 19 Wis. Nothing more practical than a good pair of shoes...not available with stiletto heels.

If you want 19 int, you are probably a wizard, and then you want later 20 int.
With 19 strenght you are probably a barbarian, fighter, paladin or maybe ranger/rogue. If you use it for your weapons you want 20 later.
Conclusion: 19 dex would be strong for everyone, con also (but that item is rare), chr for paladins would be very strong, and wis for monks and rangers. Strenght and inteligence aren't secondary stats.
