Not gonna do all the fancy formatting stuff, because this idea is really simple: It's basically daylight, except it provides shadowy illumination. If you have low-light vision, however, you treat it as "bright".
What level would you say this is?

I'd probably put it a level below daylight, so 2.

If it's a [Light] spell, then the other consideration -- aside from raw power -- is that it can trump any [Darkness] spell of lower level.
So if you wanted it to trump deeper darkness, a level 3 spell, you might make it level 4, and give it either a huge duration and area of effect to compensate for its level, or give it a long duration and some other beneficial effect.
