Getting access to Orisons in Pathfinder

Is there a way in the Pathfinder system to get access to Orisons as a Non-spellcaster in a similar fashion to the trait Arcane Dabbler or with a feat? Or possibly a way to get access to an arcane spell list and obtain one with the Two-World Magic Trait?

If the reason/end goal is needed, I am trying to have a Rogue get access to the Create Water spell.

Green Blooded (http://www.archivesofnethys.com/TraitDisplay.aspx?ItemName=Green-Blooded) grants it once a day.

Otherwise, it seems really simple for a rogue to just get a wand or something.

Another option is the Fey alternate racials for any of the Core races, but it requires 11 Charisma.

VMC Oracle will also get you an orison from the cleric list as an at-will SLA, provided you have Cha 10 or more. You give up 5 feats, but depending on the Curse and Mystery/Revelations you select it can be a worthwhile trade, there are some nice effects in there.
