Life Oracles and Mass Heal

The life oracle gets mass heal as a bonus spell known at level 16. Mass Heal is a 9th level spell, and oracles don't get 9ths until level 18. Mass Heal does not say it is a different level for life oracles (like 8th as would fit when they get it)

Is Mass Heal:

A) An eighth level spell for life oracles and usable when gained at level 16

or

B) Granted as a spell known at level 16 but unusable until oracles get 9ths at level 18

An official ruling would be nice, otherwise feel free to argue which way you would rule as a DM

It's an 8th level spell for Life Oracles, just like Neutralize Poison is a 3rd level spell for them instead of its usual 4th level for clerics in general.

You can cast it at the level you get it from the class feature, even if that would make it earlier than normal for your class. This FAQ (http://paizo.com/paizo/faq/v5748nruor1fn#v5748eaic9oyl) relates to sorcerers and bloodlines but it's the same principle.
