As in the title- What are the best bard spells that do not suffer arcane spellcraft failure/Have no Somatic Components? What about sorcerer spells?

The celerity and power word spells are pretty good.

If you are looking for good spells to be cast in combat while wearing armor, here are a couple that I like for the Bard.

L1: Critical Strike (SC 56), Immediate Assistance (CM 108)
L2: Blur (PH 206), Dimension Leap (MoE 95), Grace (SC 107), Master's Touch (PH2 119), Sonic Weapon (SC 195), Stretch Weapon (PH2 126)
L3: Alter Fortune (Ph2 101)
L4: Dimension Door (PH 221), Ruin Delver's Fortune (SC 178)
L5: Dimension Jumper (CM 102), Wail of Doom (SC 233)
L6: Otto's Irresistible Dance (PH 259)

Note that light armor is usually all you need (with good Dex) and you can cast any bard spell in that without penalty.

It depends upon what you are trying to do ?
Spells are very situational.

Also Still Spell is a thing, and being a spontaneous caster is helpful here.

How does being spontaneous help? Spontaneous casters need to spend full-actions if they cast a Still'd spell.

So what ?
Well it depends upon the situation, but this normally comes up if you're grappled.
Also there's a Sorcerer ACF for this.

There is a feat which is strictly superior to the Sorcerer ACF, but it doesn't come online until 9th level.

If you want medium/heavy armor on a bard, you could also just take the Battle Caster feat, which increases the kinds of armor you can wear by one step. It doesn't actually give you proficiency in those kinds of armor, though.
