Powerful Build questions

So, I've been bouncing around in my head an idea for a major Str focus character, with minimal multiclassing, and I've got a baseline idea. But I need to know, does a racial Powerful Build ability alliw the character to qualify for feats/PrCs/template features as though the larger size?

Specifically, would a Half-Dragon Goliath have wings, and would he qualify for the War Hulk PrC from Miniatures Handbook?

No and No. Powerful Build grants a specific list of benefits and counting as large for prerequisites is not in that list.
