Tenser's Transformation bars you from using spells or spell items. But the Runestaff of power has abilities that don't involve the CASTING of spells... You can sacrifice a level one spell slot to do double damage as a sort of smite. You don't cast anything, you just lose a slot.
How liberal would it be to interpret this as something you could do while under the effects of tenser's transformation? Honestly one could probably get more done with level one spells but I'll be damned if it wouldn't be cool as hell to just go absolutely beserk with your staff so unexpectedly.
