How does it interact? Does the Fearie Fire win, or does the HiPS?

HiPS doesn't give concealment or invisibility. It simply allows one to hide without all of the requirements hiding normally has.

Expanding on this: what about shadow blend, from shadow template? [That gives concealment, so yeah, probably works on that.]

When making a Hide check you need a couple of things.

Cover or Concealment
You cannot hide while being observed.

There are some abilities that allow you to hide even though you don't have cover and concealment. There are other abilities that allow you to hide even while being observed. There are even a few abilities that allow you to do both. These abilities may be called Camouflage or they may be called Hide in Plain Sight but unlike other games where keyword abilities all have one consistent set of rules the $#!&#%@%* [really super nice people] who developed this game were never at all consistent about it.

Which brings us to your question. Faerie Fire takes away the concealment normally granted by certain effects. If you have one of the abilities (and it might or might not be HiPS) that allows you to hide without cover or concealment then Faerie Fire is negated as you don't need concealment to hide so removing it doesn't hurt you. If you have one of the abilities that allows you only to hide while being observed then you still need cover or concealment. If the concealment you are using is one that Faerie Fire calls out (darkness except a 2nd-level or higher magical darkness, blur, displacement, invisibility, or similar effects) then you cannot hide. Otherwise you are fine.

This actually depends on the specific HiPS you're looking at. Ranger HiPS for instance only disables the second requirement listed by BowStreet - it does nothing to the first. Shadowdancer HiPS is stronger as long as you're near a shadow.
