There's thirst and starvation rules. Google "starvation 3.5" works. There are also iron ration items.

If you are planning on playing a "survival" game where this stuff is important, I would recommend different, non-high fantasy games. D20 Past works for that, as an example that's close to D&D.

The only food and drink rules you need to know are that create water is a cantrip, and anybody without a Wisdom penalty can take 10 on a Survival check to hunt and forage indefinitely.

Cityscape has rules for using survival to essentially be a successful hobo.
