Is there a way to do this outside of the magus arcana or magician bard archetype?

Yes - the Staff-Like Wand (http://www.d20pfsrd.com/classes/core-classes/wizard/arcane-discoveries/arcane-discoveries-paizo/staff-like-wand) Arcane Discovery for Wizards, which means any class can get it via VMC Wizard. (http://www.d20pfsrd.com/classes/character-advancement)

As written it only lets you apply Intelligence, but Alchemists can use wands too.

I was under the impression you used your own ability score for casting from scrolls already, unless they changed that in pathfinder?

Even in 3.5, you could only do that with a magic staff by default. You had to have a high enough ability score to cast the spell to do it safely from a scroll... but it still used the minimum.

With the right wand selection, that makes Wizard more attractive for a spontaneous-or-bust kinda guy like me.

There is a trait, cant look for it right now, that lets you use INT for UMD, and makes it a class skill...
If not found, ill search for it whrn i go back home

I can only find Pragmatic Activator, which lets you use your INT instead of CHAR on Use Magic Device checks, but it doesn't make it a class skill and doesn't affect the spell itself, just whether you succeed on the check

Yeah, Aldrakan is correct. The trait does not give you UMD as a class skill, just lets you use Int instead of Cha. Although it is a complete flavor fail, clever wordplay also lets you use Int instead of Cha for a chosen skill.
