Given the white face and red lips and the fact it applies to his whole face rather than half of it: Joker.

Two-face isn't supposed to show up until the third film anyway. I doubt they're putting too much effort into the Two-Face makeup until it becomes relevant. Of course, since they're already planning for a third installment, they might already have the makeup designs ready to speed up the release. Don't know for sure.

Seeing as the poster is a picture of Aaron Eckhart and the "super-defaced" version is Heath Ledger (yes, I did, in fact, actually recognize him) I'd go with the Joker.

'kay. Now the "I Believe in Harvey Dent, Too" Joker picture is down. You go there, and you get a black screen with red text that says, "Page Not Found". If you highlight the screen, you find a lot of hidden black text.

Did the site change. All I get with the I believe harvey dent too site is an error message on a black background. Pretty cool, but I want to see the Joker. This is a cool marketing campaign, they are marking playing cards and leaving them at comic shops around the US.

Yes. This appears to mean there will be further promotional material involving the Joker in December. Maybe a big trailer or something like that.

Right. From statements made, Two-face won't show up until the third movie.

Details:
Nolan has said he plans on the second movie being about the Joker and the "escalation" Gordon mentioned at the end of the first movie. In the third movie, Dent becomes Two-face while prosecuting the Joker.
