Does it function similarly to freedom of movement or not?

It does what it says it does: Allows you to ignore penalties due to difficult terrain (basic rules for those penalties here (http://www.d20srd.org/srd/combat/movementPositionAndDistance.htm)). This is also one of the things that Freedom of Movement (http://www.d20srd.org/srd/spells/freedomOfMovement.htm) does, so in that sense they're broadly similar; however, Freedom of Movement lets you do additional stuff (ignore movement restrictions from things that aren't difficult terrain, like movement-impairing magic; automatically avoid/escape grapples; fight underwater normally) that Step of the Wind does not allow you to do.

Points of order about posting: This kind of brief, simple question is the kind of thing that can usually be asked in the Simple RAW Thread (http://www.giantitp.com/forums/showthread.php?418961-Simple-RAW-Thread-for-3-5-30-Really-30), stickied at the top of this forum, rather than needing its own thread. Also, you're more likely to get helpful responses if you give a bit more info in your questions: What book is the thing you're asking about from? What exactly do you mean by "similarly?" If this is for a game you're in, is there a specific thing you're wondering if Step of the Wind will protect you from? Etc.

It does not function as Freedom of Movement, merely allows you to ignore difficult terrain (and gives minor bonuses against opponents hampered by said terrain). At least, assuming I'm talking about the same ability, or even the same system, as you. Maybe next time actually tell people what you're talking about.
