What bypass this kind of DR?
Is it suppose to be a weapon that has +y to attack and damage rolls?
or +1 holy longsword can also overcome DR x/+3?

DR / +X is a relic from 3.0 when you needed a magic item with an enhancement bonus of that number to bypass it. A bonus of that number so a +3 weapon rather than a +1 with +2 worth of abilities. In the change to 3.5 I think this type of DR was changed to DR / Magic, but wasn't updated for all monsters released prior to 3.5.

As mentioned by Dread_Head, in 3.5e all the various DR bypassed by specific enhancement bonuses were downgraded and they're now bypassed by any type of magic weapon. Moreover, DR in 3.5e usually reduce 5, 10 or 15 points of damage, meaning that what would've been a monster with DR 25/+4 in 3.0 is now a monster with DR 15/magic. Finally DR X/+6 or greater are now DR X/epic.

To answer the original question, to bypass a a DR X/+3 you'd need a weapon with an enhancement bonus of at least +3. A modified bonus of +3 (i.e. a +1 holy weapon) would not be sufficient.

Some people still play 3.0.

And yes, you need an actual +Y enhancement bonus (or higher) to beat that DR. Note that some properties (like Bane) do increase your enhancement bonus under certain conditions...that would count, too. Also in 3.0, projectile weapons and their ammunition's enhancement bonuses *stack*. A +2 bow and +1 arrow means a +3 enhancement.

I think many of the bigger +X DRs were turned into special materials or alignment DRs, to prevent them from being so easily overcome. For example, the balor's 30/+3 became 15/cold iron and good.

Mineral Warrior template + that feat that increases DR by 2 (Roll With It?) would give DR10/adamantium for LA +1

Alternatively, a cleric 5 with Persistent Spell and Divine Metamagic[Persistent Spell] can make Channeled Divine Shield spell from PHB2 last all day for DR10/Evil.

What about the Unseelie Fey template? for the record im 18th level (12 fighter,2 Champion of C.L, 1 Crausder, 3 Swasbuckler) with the necropolitan template.

EDIT: i checked and it has LA +0.

Two things: Its unclear whether or not its an Acquired or Inherited template (though going by its fluff, probably Inherited), and if the two templates would be mutually exclusive. Unseelie Fey requires Living (aka Con isn't 0 or -) and Necropolitan requires Humanoid or Monstrous Humanoid while Unseelie Fey turns you into a Fey.

Which itself is ported over from when the balor and similarly strong monsters had the special quality of "ignores damage from weapons without +X (+5 if i remember the 2nd ed balor)" in pre-3rd.

EDIT: so if i take Unseelie fey first it works. cause Fey is a Monstrous Humanoid, doesnt it?

No.... Fey is its own type. (http://www.d20srd.org/srd/typesSubtypes.htm#feyType)

You get DR 10/ Silver with the Quasilycanthrope template (http://archive.wizards.com/default.asp?x=dnd/mb/20040721a). Admittedly not much else but it gets what you asked for and is reasonable with LA buyoff.
