Feat for swapping spell levels

Is there a feat that lets you swap spell levels? Like use 3 level One spells to cast "fireball" or break a level 3 spell into 3 level 1 spells?

There are also some class abilities, for example Ur Priest.

Alternatively, talk to the DM about using the Spell Point alternate rule for spellcasters in Unearthed Arcana.
It's basically mana instead of spell memorization.
Which I think is nifty.

But if you're halfway into the game, then listen to ^ that guy's point.

Gryphons 3rd Edition Feats has exactly what you want in both ways (Arcane conversion), but I have that nagging feeling, that I saw something like that in an official publications also.

Rary's mnemonic enhancer is a 4th spell that allows you to immediately prepare 3 levels worth of spells.

Arcane Manipulation (LEoF) lets you break down spell slots into lower level slots.
